Mounds View City Council February 14, 2005 <br />Regular Meeting Page 10 <br /> <br />MOTION/SECOND. Marty/Flaherty. To waive the reading and approve Resolution 6462 1 <br />Approving the SBM Fire Capital Improvement Process and Designate the Project Management 2 <br />Team. 3 <br /> 4 <br />Mayor Marty stated this was laid out very well, and he liked the fact of designating the project 5 <br />management team. 6 <br /> 7 <br />Council Member Thomas stated that it would be nice to receive regular updates on the 8 <br />construction calendar with the bids, the site, etc. 9 <br /> 10 <br />Mayor Marty asked Court Administrator Ulrich to keep them posted on anything he felt was 11 <br />noteworthy. 12 <br /> 13 <br /> Ayes-5 Nays-0 Motion carried. 14 <br /> 15 <br />7. Resolution 6463 Supporting the Purchase of Land for the Fire Station. 16 <br /> 17 <br />MOTION/SECOND. Gunn/Thomas. To waive the reading and approve Resolution 6463 18 <br />Supporting the Purchase of Land for the Fire Station, and to correct the word “Purchase”. 19 <br /> 20 <br />Council Member Stigney stated he had a reservation with it being open-ended and no price limits 21 <br />at all. 22 <br /> 23 <br />Mayor Marty stated that the total was not to exceed $8.4 million. 24 <br /> 25 <br />Finance Director Hansen stated that negotiations are largely completed, and it’s a matter of doing 26 <br />soil testing to make sure there are no contaminates on the site. He stated that the purchase price 27 <br />for the six acres is $700,000. 28 <br /> 29 <br />Council Member Thomas asked whether Blaine had an estimated bond schedule for how much of 30 <br />the bond they were going to release at a time for sale. She stated she assumed they weren’t going 31 <br />to list the entire amount at once. 32 <br /> 33 <br />Finance Director Hansen stated that he believed that the plan was to sell the entire $8.4 million at 34 <br />the same time, and it would all end up being spent within about two years, which meets the IRS 35 <br />regulations for spending down. He stated that they were not going to sell the bond until they had 36 <br />received the bids on the major contracts. 37 <br /> 38 <br />MOTION. Stigney. To amend the motion at the second whereas clause to say, “Whereas, it is 39 <br />proposed the Blaine EDA purchase land for the fire station not to exceed $700,000.” 40 <br /> 41 <br />Mayor Marty stated that if the land would go over $700,000, they would be holding up the sale. 42 <br /> 43 <br />Deputy Chief Kruger stated that the preliminary indications are that there are no problems that 44 <br />are going to require any major cleanup or monitoring of wells.
