In addition to providing supervision, our Police Sergeants also perform the duties <br />of a patrol officer by responding to calls, patrolling, and carry out traffic enforcement. <br /> <br />I recommend the council authorize increasing the supervision level of the department up to <br />current policing standards. This would be accomplished without adding additional staff; by <br />converting one patrol officer position into a sergeant position (subject to civil service <br />rules). This change would effectively increase the first line supervision of police staff to an <br />appropriate level. The administrative /supervisory structure would then be: 1-Chief, 1- <br />Deputy Chief, and three Sergeants. <br /> <br />Funding <br /> <br />This conversion can be accomplished within our current budget without a net budget <br />increase by reducing the funding allocated to the New Brighton Police Department and <br />increasing the funding of the personal services of the Mounds View Police Department by <br />the corresponding amount. This funding for the New Brighton Police Department has been <br />listed at $12,200 for the 2005 budget. I suggest reducing this amount this year, and in <br />subsequent years by the amount necessary to fund the Mounds View Police Sergeant <br />position. <br /> <br /> Funding necessary for the conversion position from May 1- Dec. 31, 2005 is: $1,173, for <br />the year 2006: $5,114, and for 2007: $9,055. The amount of the payment to the City of <br />New Brighton would be reduced by the listed amounts. <br /> <br />Officials from the New Brighton Police Department, and New Brighton City Council have <br />been advised of this funding change. <br /> <br />Staff request council approval to proceed with converting one patrol officer position to a <br />sergeant position using the funding formula stated, and in accordance with Police Civil <br />Service rules for the promotion which is to be effective May 1, 2005. <br /> <br /> <br /> <br />Respectfully submitted, <br /> <br />Mike Sommer, Chief of Police <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
