He said his 10 he has a circular driveway because a member of his family is in a wheelchair. He stated as far as 11 he is concerned he doesn’t want to do the project if they are going to cut off his driveway, but 12 other than that, it’s a good deal. 13 14 Public Works Director Lee stated they thought it had been important to identify nonconforming 15 properties, and as part of this project they would provide a concrete driveway apron. 16 17 Mr. Wilson stated that by building the holding pond they would be ripping up the woods and 18 displacing the wildlife that they all enjoyed, and they had already been displaced from the County 19 Road H2 project. 20 21 Mike ____, 3540 Browning Lane, stated he thought that someone from Rice Creek Watershed 22 District should be present at some of these meetings to address the reasoning behind the ponding 23 issues. He stated when you propose ponds, you are looking for a place for a kid to drown. He 24 stated that the citizens should be able to dictate what happens to their property. 25 26 Mayor Marty stated they are well aware of the disadvantages of working with Rice Creek 27 Watershed District, but they hold power over them as far as what they can and cannot do. 28 29 Charles Asproth, 2948 Springview Lane, asked for an explanation of the ponding south of his 30 area. 31 32 Public Works Director Lee stated that the feasibility report is in draft form at the present time and 33 there are three options, and there is a meeting tomorrow with the property owners. 34 35 Mr. Asproth asked what size pond was being considered. 36 37 Public Works Director Lee stated that it was a rain garden, not a pond. He stated in larger rain 38 events it would fill with water, but it would infiltrate into the ground over a day or two. 39 40 Mr. Asproth stated that they had looked at the idea of working with the city in the future to 41 actually build a pond there in the future, but they hadn’t gotten that far. He stated he would be 42 very interested in having a pond put near this area, and he would be more than willing to give 43 access through his yard and would encourage that. 44 45
