This <br />is done as part of the Joint Powers Agreement the City of Mounds View has with <br />the City of New Brighton. <br /> <br /> <br />Discussion: <br />On March 7, 2004 bids were received for the 2005 season. The bidding process <br />is set up to differentiate between two operational scenarios: one whereby vehicle <br />and equipment access is available to the site where the trees to be removed are <br />located; the other for cases where access with vehicles is not possible. <br /> <br />A total of three bids were received. A summary of the quotes follows: <br /> <br />Company Bid (with access) Bid (without access) <br />4 Seasons Tree Care $15.00 / diameter inch $26.00 / diameter inch <br />All Tree Service $15.00 / diameter inch $25.00 / diameter inch <br />Miller Tree Service $22.00 / diameter inch $19.75 / diameter inch <br /> <br />There were two low bidders for trees with access; 4 Seasons Tree Care and All <br />Tree Service with a bid of $15.00 / diameter inch. It is recommended that a <br />contract be awarded to both companies. This may allow the City’s Forester to <br />assign tree removal (with access) to the company that will provide the best <br />response time and service to the City. <br /> <br />The low bidder for trees without access was Miller Tree Service with a bid of <br />$19.75 / diameter inch. Miller Tree Service has successfully completed contracts <br />for Mounds View in the past and possesses the required equipment and <br />personnel to do the work. <br /> <br />All firms will be monitored closely for deadline and technical tree removal <br />requirements, as stated in the contract and agreement papers.
