2071 Hillview Road CUP Report <br />May 9, 2005 <br />Page 2 <br /> <br />(1) The use will not create an excessive burden on existing parks, schools, streets and other <br />public facilities and utilities which serve or are proposed to serve the area. <br /> <br />Although two additional units would generate a few more vehicle trips per day, Staff does not <br />believe that adding two units to the existing multifamily building will create an excessive burden <br />on the streets, utilities, parks, schools or public facilities. <br /> <br />(2) The use will be sufficiently compatible or separated by distance or screening from adjacent <br />residentially zoned or used land so that existing homes will not be depreciated in value and <br />there will be no deterrence to development of vacant land. <br /> <br />The use is compatible with the adjacent properties, as they are also residential, including many <br />that have multifamily residential uses. Staff does not believe that the proposed expansion <br />would cause depreciation in the value of the existing homes. <br /> <br />(3) The structure and site shall have an appearance that will not have an adverse effect upon <br />adjacent residential properties. <br /> <br />The proposed expansion would be constructed in the basement of the building and would <br />not change the appearance of the building exterior. The garages associated with the <br />expansion would have a positive impact on the adjacent properties, as the occupants will be <br />able to store more vehicles indoors. <br /> <br />(4) The use, in the opinion of the City Council, is reasonably related to the overall needs of the <br />City and to the existing land use. <br /> <br />The proposed expansion and associated garages is reasonably related to the needs of the City <br />and to the existing land use. <br /> <br />(5) The use is consistent with the purposes of the Zoning Code and the purposes of the zoning <br />district in which the applicant intends to locate the proposed use. <br /> <br />The proposed expansion is consistent with the provisions and purposes of the Zoning Code. <br /> <br />(6) The use is not in conflict with the Comprehensive Plan of the City. <br /> <br />The Comprehensive Plan encourages the development and maintenance of residential <br />areas so as to improve the quality, appearance and attractiveness of housing units and <br />residential property in general. <br /> <br />(7) The use will not cause traffic hazards or congestion. <br /> <br />There will be a small amount of additional traffic generated by the expansion, however, Staff <br />does not believe it would cause traffic hazards or congestion. <br /> <br />(8) Adequate utilities, access, drainage and facilities have been or will be provided. <br /> <br />All utilities and infrastructure are presently available and sufficient. <br /> <br />
