Date: May 23, 2005 Background: Ramsey County is proposing consolidating the dispatch centers of St. Paul, Maplewood, White Bear Lake and Ramsey County into one 911 dispatch center with Ramsey County eventually assuming all costs associated with capitol equipment, connections and operations. The City of Mounds View currently contracts with Ramsey County for dispatch services. The City of Mounds View has budgeted $60,000.00 this year to cover the contract cost for this service. Under the proposed plan this amount would incrementally reduce over 8 years until the City will no longer be responsible for any cost associated with 911 dispatch services. Currently, it appears as though the majority, and perhaps all, of the suburban Ramsey County cities will be participating in the consolidated communications center. Ramsey County is also currently in negotiations with the City of St. Paul. The consolidation of dispatch services makes sense from an operational and efficiency standpoint. One of the current difficult issues that still need to be resolved relates to the allocation of dispatch costs levied by Ramsey County under a consolidated system. The current discussion phases out the City’s contracted dispatching costs to the County over a 8 year period. The County would shift all of the consolidation costs onto the County levy over that time frame. Negotiating the formula used for a County Levy is clearly an issue that needs to be discussed further with County representatives. Ramsey County has requested that Ramsey County Communities respond regarding interest in negotiating an agreement for dispatching services under a consolidated system. Given the operational benefits of a consolidated system, and the County’s decision to allocate dispatching costs across the entire County, it is in our best interest to indicate Mounds View’s interest in negotiating our involvement in this system.
