Item No:9F <br />Meeting Date: May 23, 2005 <br />Type of Business:CB <br />City Administrator Review: _____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Chief of Police, Mike Sommer <br />Item Title/Subject: Resolution 6534 Consolidation of 911 Dispatch Services in Ramsey <br />County. <br />Date: May 23, 2005 <br /> <br /> <br />Background: <br /> <br />Ramsey County is proposing consolidating the dispatch centers of St. Paul, Maplewood, <br />White Bear Lake and Ramsey County into one 911 dispatch center with Ramsey County <br />eventually assuming all costs associated with capitol equipment, connections and <br />operations. The City of Mounds View currently contracts with Ramsey County for dispatch <br />services. The City of Mounds View has budgeted $60,000.00 this year to cover the <br />contract cost for this service. Under the proposed plan this amount would incrementally <br />reduce over 8 years until the City will no longer be responsible for any cost associated <br />with 911 dispatch services. <br /> <br />Currently, it appears as though the majority, and perhaps all, of the suburban Ramsey <br />County cities will be participating in the consolidated communications center. Ramsey <br />County is also currently in negotiations with the City of St. Paul. <br /> <br /> The consolidation of dispatch services makes sense from an operational and efficiency <br />standpoint. One of the current difficult issues that still need to be resolved relates to the <br />allocation of dispatch costs levied by Ramsey County under a consolidated system. The <br />current discussion phases out the City’s contracted dispatching costs to the County over <br />a 8 year period. The County would shift all of the consolidation costs onto the County <br />levy over that time frame. Negotiating the formula used for a County Levy is clearly an <br />issue that needs to be discussed further with County representatives. <br /> <br />Ramsey County has requested that Ramsey County Communities respond regarding <br />interest in negotiating an agreement for dispatching services under a consolidated <br />system. Given the operational benefits of a consolidated system, and the County’s <br />decision to allocate dispatching costs across the entire County, it is in our best interest to <br />indicate Mounds View’s interest in negotiating our involvement in this system. <br />
