Item No: 09K
Meeting Date: May 23, 2005
Type of Business: Council Business
City Administrator Review: _________
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Charles Hansen, Finance Director
Item Title/Subject: Consideration of Resolution 6531, a Resolution Appointing
Mary Tatarek to be Interim Finance Director and
Authorizing Additional Compensation for Working Outside
of Job Classification
Introduction:

The Finance Director will be departing the City on May 24, 2005, to take the Finance Director
job with the City of Crystal. The City is in the process of recruiting to fill this position. In order
to maintain the day-to-day activities with the Finance Department, someone from the
Department should be assigned to take on those duties until the Finance Director position is
filled. The Mounds View Accountant, Mary Tatarek is willing to step in to fill the void by
providing additional support above and beyond her typical responsibilities.

Discussion:

The Personnel Manual allows for additional compensation to be paid to employees performing
higher classification duties, so long as the duration of the work exceeds two months and that
the employee is assuming 75% or more of the higher classification duties. In this case, both of
these requirements are satisfied.

Mary Tatarek will be taking on more managerial and administrative functions including: budget
preparation, cash management, accounts payable supervision, debt service payments, and
handling insurance claims. Some other duties will be picked up by consultants already under
contract with the City. During the summer months, budget preparation is the duty that takes up
the majority of the Finance Director’s time.

Recommendation:

It is recommend that Mary Tatarek be compensated by an additional 10% per the policy
established in Resolution 5626, effective May 25, 2005, until the new Finance Director has
been hired.

Respectfully submitted,

___________________
Charles Hansen

Attachments:
1. Resolution 5626 w/Compensation Policy
2. Resolution 6531
