Publics Works and Administration would relocate to the Community <br />center under both scenarios. <br /> <br />Should this project proceed, the next City Council actions will be to approve the <br />final plans and specifications and authorize for the advertisement of bids. This is <br />anticipated for late June /early July. <br /> <br />After bids are received, this project will again be presented to the City Council for <br />approval of an award of contract in August. It is estimated that if this project <br />proceeds, construction would begin in late September / early October. <br /> <br /> <br />TRUNK HIGHWAY 10 NOISE WALL / BERM PROJECT <br />History / Background (skip to “current status” if familiar with the history) <br />On June 7, 2004, Ulteig Engineers presented a draft report which had draft <br />designs and cost estimates for Phase One of the Trunk Highway 10 Noise Wall / <br />Berm Project. Phase One starts in Ardan Park where the existing wall terminates <br />and runs easterly past the LaPort Neighborhood to Jackson Drive. Phase one is <br />then broken down into three segments: Segment "A", the area adjacent to Ardan <br />Park, Segment "B", the wetland area east of Ardan Park and west of the LaPort <br />Neighborhood, and finally Segment "C", the LaPort Neighborhood. <br /> <br />For segment "A", the report called for extending the existing wall approximately <br />432 feet to the east and then tying it into a berm - at an estimated cost of <br />$213,758.05. <br />For segment "B", the report called for a berm - at an estimated cost of <br />$89,177.00. <br />For segment "C", the report called for a 15-foot high wall - at an estimated cost of <br />$347,690.20. <br /> <br />These were “construction costs” only and did not include engineering, <br />administration, staff, and landscaping costs. <br /> <br />At the June 7th Work Session, Staff stated that if these construction costs were <br />adjusted to reflect estimated total costs, that segment A would be equal to or <br />greater than $300,000 - the amount promised to the City by Mn/DOT. Given this, <br />Staff recommended that the City contact Mn/DOT and demand that they install <br />the wall through the Ardan Park area (Segment A) as they were originally <br />required to do. <br /> <br />The City Council then focused on the cost of constructing a wall through the <br />LaPort Neighborhood (Segment C). This was estimated to be $400,000 after <br />adding in engineering and other costs. Based on this amount, the City Council <br />questioned what impacts this expenditure would have on the City finances. <br />
