5 <br />one of their construction crews is free and therefore has the capability to do the <br />construction inspection work in the fall / winter of this year. <br /> <br />On August 24, 2004, City Staff and representatives of Ulteig Engineers met with <br />Mn/DOT to discuss their proposal. At the meeting, Mn/DOT reiterated that they <br />would like the City of Mounds View to perform all of the design activities for the <br />portion of wall that Mn/DOT is now responsible for (Segment A through the Ardan <br />Park Area). In return, Mn/DOT will provide construction inspection. <br /> <br />In addition, Mn/DOT informed Staff at this meeting that because Mn/DOT is now <br />responsible for the Ardan Park segment of wall, they would like to evaluate the <br />effectiveness of a wall by performing a noise model of the area. Based on this <br />model Mn/DOT will determine what needs to be constructed in the Ardan Park <br />Area (Segment A). <br /> <br />In late August, Mn/DOT performed a noise modeling of the Ardan Park Area. The <br />model utilized six (6) noise receptors located at the front of the six (6) closest <br />homes to the highway along Long Lake Road. A model was then set for the <br />following several conditions: existing conditions, extending the twenty foot (20’) <br />high wall 200 feet to the east, then 400 feet, 500 feet, 600 feet, and finally 800 <br />feet. Mn/DOT’s interpretation of the data collected was that “any added length <br />beyond 500 feet really does not change the noise levels for most of the homes”. <br />Based on this, Mn/DOT is proposing a twenty-foot (20’) high wall, extending five <br />hundred feet (500’) from the existing wall to the east. At the August 24, 2004 <br />meeting, Mn/DOT confirmed that that they could dedicate a maximum of <br />$300,000 to this project. <br /> <br />The aforementioned information was presented to the City Council at a Work <br />Session on October 4, 2004. The City Council expressed dissatisfaction with <br />Mn/DOT’s position on this issue and directed Staff to set up a meeting with the <br />City’s State Representatives. The Mayor, Mayor elect, City Administrator, and <br />Public Works Director met with State Representative Benardy and State Senator <br />Betzold on December 6, 2004. Based on this meeting City Staff will see what <br />assistance the League of Minnesota Cities can provide us. The State <br />Representative will also look into this matter to see if they can provide <br />assistance. <br /> <br />Current Status <br />A transportation coalition made up of Mn/DOT, Ramsey County, Anoka County, <br />Shoreview, Blaine, and Mounds View is planning improvements to the County <br />Road J area, between Airport Road and Naples Street. This project is being <br />termed as “Phase I” of the improvements planned for this area. Phase I is <br />anticipated to be completed in 2007. Phase II, which includes interchange <br />improvements to the Lake Road / County Road J and I-35W Interstate <br />interchange, is anticipated to be completed in 2011. With Phase II construction, <br />Mn/DOT anticipates the addition of a third eastbound lane on Trunk Highway 10
