7 <br />conducted shortly after the draft report is submitted. Staff anticipates a spring <br />2006 construction for this project, should it proceed. This will be an appropriate <br />time frame to address the issues associated with this project and allow for <br />increased community involvement and communications. <br /> <br /> <br />2003 STREET IMPROVEMENT PROJECT <br />There are several punch list items that will need to be completed. These are <br />mainly driveway and sod repairs. <br /> <br />There are two short street segments located on Groveland Road and Knollwood <br />Drive, both just north of County Road I where more additional work is needed. <br />These two locations are where Saint Paul Water Works has two very large (5’ in <br />diameter) water pipes. Curbing will be added to both segments and the old <br />bituminous, which was laid over a concrete slab, needs to be milled off and <br />repaved on the segment on Knollwood Drive. <br /> <br />Also, as required in the specifications, the wear course will be paved in July/early <br />August of this year. The contractor will submit the paving schedule later this <br />month. The paving process will take two to three days to complete weather <br />permitting. Notice of the paving schedule will be sent to the affected property <br />owners. <br /> <br /> <br />2005 STREET IMPROVEMENT PROJECT <br />On May 9, 2005 the City Council adopted Resolution 6520 approving the <br />sufficiency of petition in opposition to the 2005 Street Improvement Project. As <br />per subdivision 4 of Section 8.04 of the City Charter, “When a proposed <br />improvement is disallowed under the foregoing subdivisions, the Council shall not <br />vote on the same improvement within a period of one year after the public <br />hearing on said improvement. “ Therefore, no action will be taken on this project, <br />as proposed, for a minimum of one year from March 14, 2005. <br /> <br />Staff will be proposing to the City Council that the City review and re-evaluate the <br />City’s infrastructure improvement program. This topic will be discussed at the <br />July 5, 2005 City Council Work Session Meeting. <br /> <br />The review and re-evaluation the City’s infrastructure improvement program may <br />include several stages: <br />Stage One – Information: to collect data and to better define the problems <br />Stage Two – Visions and Goals: to determine the needs and expectations of the <br />community <br />Stage Three – Policies and Procedures: to review current policies, resolutions <br />and ordinances and confirm that they meet the goals and visions set by the <br />community. <br />
