9 <br />preventative maintenance. <br /> <br />Bids for the 2004 Well Rehabilitation Project were received at 10:00 a.m. on <br />Wednesday, November 17, 2004 at City Hall. A total of three (3) bids were <br />received for this project. The low bid of $44,893.80 was submitted by E.H. <br />Renner & Sons of Elk River, Minnesota. <br /> <br />On November 22, 2004, the City Council approved Resolution 6398 approving a <br />contract award for the 2004 Well Rehabilitation Project. A preconstruction <br />meeting was held on December 6, 2004 with E.H. Renner & Sons. <br /> <br />Work on this project has continued since December of 2004. Work on Well No. 3 <br />is 95% complete and about 80% on Well No. 5. Work on both wells should be <br />completed by late June. <br /> <br /> <br />SANITARY SEWER ILLICIT CONNECTION INSPECTION PROGRAM <br />In August of 2004, the City began inspecting the plumbing of single-family <br />residential homes to ensure that only proper connections are made to the <br />sanitary sewer system. Illicit connections of drainpipes and sump pumps into the <br />sanitary sewer cost the City tens of thousands of dollar per year. These costs are <br />then passed on to the users of the system. <br /> <br />On May 2, 2005 a report for the single-family residential home inspections was <br />submitted to the City Council. Staff will continue to take inspection appointments <br />and re-inspect properties as residents call. Staff will make every effort to bring <br />the remaining few properties into compliance. <br />As required by the City Code, those properties that are not in compliance will <br />receive a seventy-five dollar ($75) surcharge on their quarterly utility bills. <br /> <br />The single-family residential homes inspections were the first phase of this <br />program. In the spring of 2005 Staff initiated the second phase of this program <br />whereby the remaining properties connected to the City’s sanitary sewer system <br />are currently being inspected. This includes commercial, industrial, and multi- <br />family residential properties. As of this date the multi-family residential properties <br />have all been inspected. Inspections of commercial and industrial properties will <br />continue through the month of June during normal business hours. <br /> <br /> <br />STREET LIGHT REPLACEMENT PROGRAM <br />Currently there are about 260 public streetlights throughout the City. Of these, <br />the City owns only 54 of them, of which nine (9) are scattered throughout the City <br />and the remainder are grouped in the Park View Neighborhood, around Mounds <br />View Drive, and the majority are in the City’s Industrial Park, along Program <br />Avenue, Woodale Drive, and Quincy Street. <br /> <br />The City does not have the equipment or the manpower to maintain the <br />streetlights.
