Comp Plan Amendment Report <br />May 23, 2005 <br />Page 2 <br /> The internal process of preparing and approving a comp plan future land use amendment is <br />fairly straightforward—at the direction of the Council, the Planning Commission held a public <br />hearing and considered the existing and potential designations for the site, forwarding their <br />recommendation back to the City Council for final approval. The City Council opted to <br />forward the amendment directly on to the Met Council PRIOR to Council approval to expedite <br />Met Council review and approval. <br /> <br />RLK prepared the Met Council amendment application and helped staff to address Met <br />Council concerns regarding the proposed change. At its April 27, 2005 meeting, the Met <br />Council reviewed the City’s Comprehensive Plan Amendment proposing to change the land <br />use designation of the golf course from OSP and SRO to OFC. The Met Council found that <br />the amendment conformed to the regional system plans for aviation, recreation open space, <br />transportation and water resources management; was consistent with the 2030 Regional <br />Development Framework and compatible with the plans of adjacent jurisdictions. <br /> <br />Recommendation: <br /> <br />Hold the public hearing and consider Resolution 6540 approving the future land use map <br />amendment of the golf course from OSP and SRO to OFC. If the amendment is approved <br />and after redevelopment has commenced, Comp Plan text amendments would be necessary <br />to remove references to a city golf course, adjust acreage totals and amend other maps or <br />exhibits. Staff will seek a cost estimate from RLK as to how much time would be needed to <br />make the Comp Plan internally consistent with the new land use designation. (Refer to <br />Attachment “A” for a list of pages within the Comp Plan that will likely need to be revised as a <br />result of the amendment and redevelopment.) <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Community Development Director
