RLK Letter May 19, 2005 Page 6 Comment: At the risk of being redundant, it is important to restate the closing statement of our original review letter. This is an important development for Mounds View and the surrounding area and it will provide a tremendous asset to the overall community. That being said, we hope that Mounds View will work very closely with the County to address the significant transportation issues raised. Working together with the City and the other transportation partners involved in this project area will make for a better transportation system in the long run. Response: Comment noted. Minnesota Department of Natural Resources Letter from Matt Langan, Environmental Review Unit - Division of Ecological Services, dated May 17, 2005: DNR has determined that the document adequately responds to our comments submitted on the Draft AUAR (December 22, 2005). Comment: The DNR is concerned, however, with the potential impacts to wetlands and rate species related to the highway reconstruction necessitated by the proposed project. Before highway reconstruction work begins, DNR will need to be consulted to identify and avoid/minimize any impacts to wetlands and rate species. Response: Comment noted and forwarded to MnDOT as part of this correspondence. Comment: The document identifies the need for a botanical survey prior to project construction. DNR understands this work will be completed in the summer of 2005. Once the botanical survey is completed, a copy should be mailed to Sarah Hoffmann, Natural Heritage Program, 500 Lafayette Rd. St. Paul, MN 55155-4025. Response: Comment noted. It is RLK’s understanding that the City of Mounds View will forward this letter to the appropriate reviewing/commenting agencies and individuals as required and as indicated on the AUAR distribution list. RLK-Kuusisto, Ltd. recomments that the staff forward the Alternative Urban Areawide Review (AUAR) dated November 17, 2004, and Amendment (with Mitigation Plan) dated April 22, 2005, for the Bridges Office Development to the City Council for approval and negative declaration on the need for an Environmental Impact Statement at the May 23, 2005 meeting, subsequent to the approval of the Comprehensive Plan Amendment for the project area.
