RLK Letter <br />May 19, 2005 <br />Page 6 <br /> <br />Comment: <br />At the risk of being redundant, it is important to restate the closing statement of our original <br />review letter. This is an important development for Mounds View and the surrounding area <br />and it will provide a tremendous asset to the overall community. That being said, we hope <br />that Mounds View will work very closely with the County to address the significant <br />transportation issues raised. Working together with the City and the other transportation <br />partners involved in this project area will make for a better transportation system in the long <br />run. <br /> <br />Response: <br />Comment noted. <br /> <br />Minnesota Department of Natural Resources <br />Letter from Matt Langan, Environmental Review Unit - Division of Ecological <br />Services, dated May 17, 2005: <br /> <br />DNR has determined that the document adequately responds to our comments submitted <br />on the Draft AUAR (December 22, 2005). <br /> <br />Comment: <br />The DNR is concerned, however, with the potential impacts to wetlands and rate species <br />related to the highway reconstruction necessitated by the proposed project. Before <br />highway reconstruction work begins, DNR will need to be consulted to identify and <br />avoid/minimize any impacts to wetlands and rate species. <br /> <br />Response: <br />Comment noted and forwarded to MnDOT as part of this correspondence. <br /> <br />Comment: <br />The document identifies the need for a botanical survey prior to project construction. DNR <br />understands this work will be completed in the summer of 2005. Once the botanical survey <br />is completed, a copy should be mailed to Sarah Hoffmann, Natural Heritage Program, 500 <br />Lafayette Rd. St. Paul, MN 55155-4025. <br /> <br />Response: <br />Comment noted. <br /> <br />It is RLK’s understanding that the City of Mounds View will forward this letter to the <br />appropriate reviewing/commenting agencies and individuals as required and as indicated <br />on the AUAR distribution list. RLK-Kuusisto, Ltd. recomments that the staff forward the <br />Alternative Urban Areawide Review (AUAR) dated November 17, 2004, and Amendment <br />(with Mitigation Plan) dated April 22, 2005, for the Bridges Office Development to the City <br />Council for approval and negative declaration on the need for an Environmental Impact <br />Statement at the May 23, 2005 meeting, subsequent to the approval of the Comprehensive <br />Plan Amendment for the project area. Please contact our office with any questions you <br />may have or if additional information is required. <br />
