Item No: 8D <br />Meeting Date: June 13, 2005 <br />Type of Business: CB <br />Administrator Review: _____ <br /> <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Consideration of Resolution 6541, a Resolution Accepting and <br />Approving the Bridges Redevelopment Alternative Urban <br />Areawide Review (AUAR) Final Document <br />Introduction: <br /> <br />Since early 2004, the City of Mounds View has been actively exploring redevelopment <br />options associated with the Bridges Golf Course site located north of Trunk Highway 10 in <br />the northeast corner of the City. Presently operated as a municipal golf course, the City <br />Council has been considering other options as a means to enhance and improve revenues <br />and tax base. In 2003, the City rezoned the golf course to I-1, Light Industrial, in recognition <br />of the surrounding land uses as well as potential redevelopment opportunities. <br /> <br />Discussion: <br /> <br />On September 13, 2004, the Economic Development Authority (EDA) of the City of Mounds <br />View authorized the preparation of an Alternative Urban Areawide Review (AUAR) that would <br />assess the maximum development potential of the Bridges Golf Course site assuming an <br />office or light industrial land use and the impacts of such a development. <br /> <br />Attached to this staff report is the AUAR Executive Summary and responses to a complete <br />copy of the AUAR document. The primary issue of concern that was identified in the AUAR <br />is the impact to the transportation system. Already at or exceeding capacity, the <br />transportation system was carefully analyzed by the consultant with the assistance of <br />numerous outside agency stakeholders which included representatives from the following: <br /> <br />• The City of Blaine <br />• The City of Mounds View <br />• The City of Shoreview <br />• Anoka County <br />• Ramsey County <br />• Metropolitan Council <br />• MN Dept of Transportation <br /> <br />Working together with these stakeholders, a comprehensive transportation improvement plan <br />was created that would mitigate all identified traffic impacts caused by maximum <br />development on the Bridges site as well as to resolve existing system deficiencies. Only <br />three agencies submitted comments in response to the second public comment period— <br />Anoka County, MnDOT and the DNR. The final draft of the AUAR includes these comments <br />as well as the appropriate responses.
