Item No: 9K <br />Meeting Date: June 13, 2005 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Resolution 6559 Approving Community Development <br />Staffing Requests <br /> <br />Introduction: <br /> Staff is seeking authorization to advertise to fill the vacancy created by the resignation of <br />Planning Associate Kristin Prososki and address immediate staffing deficiencies in the <br />Community Development Department. <br /> <br />Discussion: <br /> <br />The planning associate job description was last updated in 2003 and I would propose no <br />modifications at this time. The position is considered “entry level” with minimal requirements <br />of a degree and a year of experience, which can be in the form of internships or related <br />municipal work. Advertisements would appear with the Star Tribune, League of MN Cities, <br />MN Chapter of the American Planning Association and the City’s own website. <br /> <br />In addition to recruiting to fill the vacancy created by Ms. Prososki’s resignation, the <br />department will have an immediate need for temporary administrative support which can be <br />satisfied with a worker from the Irondale School programs. The temporary worker has been <br />with the City during this last school year and has performed well. Her hours likely would not <br />exceed 10 hours per week or twenty hours per pay period. <br /> <br />Additionally, there is an immediate need for permanent code enforcement assistance which <br />can be addressed temporarily via additional hours to public Service Officer Robin Marion <br />who is currently working less than half time in the police department. We would anticipate <br />that Mr. Marion would provide on average ten hours a week of code enforcement assistance <br />at his regular rate of pay plus any appropriate part-time benefits which has not yet been <br />determined. The additional hours would be temporary (likely two to three months) until a <br />planning associate is hired. <br /> <br />Recommendation: <br /> <br />Consider Resolution 6559 authorizing (1) the advertisement for the planning associate <br />position, (2) a summer administrative temporary worker, and (3) additional hours to PSO <br />Robin Marion at his regular rate of pay plus any benefits that may be appropriate. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Community Development Director
