Comp Plan Amendment Report
July 11, 2005
Page 2

land use amendment from SRO and OSP to OFC. The Planning Commission’s resolution
was sent to the Metropolitan Council along with a detailed Comp Plan Amendment
application which was authorized by the Council and prepared by RLK-Kuusisto, LTD. On
April 27, 2005, the Met Council reviewed the City’s Comprehensive Plan Amendment
proposing to change the land use designation of the golf course from OSP and SRO to OFC.
The Met Council found that the amendment conformed to the regional system plans for
aviation, recreation open space, transportation and water resources management; was
consistent with the 2030 Regional Development Framework and compatible with the plans of
adjacent jurisdictions. As such, the Met Council approved the proposed amendment.

Recommendation:

Consider Resolution 6540 approving the future land use map amendment of the golf course
from OSP and SRO to OFC. After redevelopment activity commences, Comp Plan text
amendments will also be necessary but there is no urgency in adopting these subsequent
amendments.

________________________
James Ericson
Community Development Director
