Item No: 8D <br />Meeting Date: July 11, 2005 <br />Type of Business: CB <br />Administrator Review: _____ <br /> <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Consideration of Resolution 6541, a Resolution Accepting and <br />Approving the Bridges Redevelopment Alternative Urban <br />Areawide Review (AUAR) Final Document <br />Introduction: <br /> <br />In 2003, the City rezoned the golf course to I-1, Light Industrial, in recognition of the <br />surrounding land uses as well as potential redevelopment opportunities. Since early 2004, <br />the City of Mounds View has been actively exploring redevelopment options associated with <br />the Bridges Golf Course site located north of Trunk Highway 10 in the northeast corner of the <br />City. Presently operated as a municipal golf course, the City Council had been considering <br />other options as a means to enhance and improve revenues and tax base. On June 27, <br />2005, the City Council approved a proposed sale of the Bridges Site to Medtronic, Inc. and <br />approved the terms of the contract for private development which would entail the <br />construction of an 820,000 square foot corporate office campus. <br /> <br />Discussion: <br /> <br />On September 13, 2004, the Economic Development Authority (EDA) of the City of Mounds <br />View authorized the preparation of an Alternative Urban Areawide Review (AUAR) that would <br />assess the maximum development potential of the Bridges Golf Course site assuming an <br />office or light industrial land use and the impacts of such a development. Attached to this <br />staff report is the AUAR Executive Summary and responses to a complete copy of the AUAR <br />document. The primary issue of concern that was identified in the AUAR is the impact to the <br />transportation system. Already at or exceeding capacity, the transportation system was <br />carefully analyzed by the consultant with the assistance of numerous outside agency <br />stakeholders which included representatives from the following: <br /> <br />• The City of Blaine <br />• The City of Mounds View <br />• The City of Shoreview <br />• Anoka County <br />• Ramsey County <br />• Metropolitan Council <br />• MN Dept of Transportation <br /> <br />Working together with these stakeholders, a comprehensive transportation improvement plan <br />was created that would mitigate all identified traffic impacts caused by maximum <br />development on the Bridges site as well as to resolve existing system deficiencies. Only <br />three agencies submitted comments in response to the second public comment period— <br />Anoka County, MnDOT and the DNR. The final draft of the AUAR includes these comments <br />as well as the appropriate responses.
