Mounds View City Council June 13, 2005 <br />Regular Meeting Page 7 <br /> <br />available for their review. 1 <br /> 2 <br />Public Works Director stated that he did not have a cost estimate at this time adding that he 3 <br />would provide the Council with a copy for their review when it is received. He stated that the 4 <br />costs would be approximately $5,000 noting that the unit would be located in the roofline of the 5 <br />building. He indicated that it was originally designed to be installed on the ground but was 6 <br />changed due to the potential for vandalism. He stated that the building is designed to include the 7 <br />proper ventilation the air conditioning unit. 8 <br /> 9 <br />Parks and Recreation Commission Chairman John Kregle confirmed that the Parks Commission 10 <br />did not discuss the costs for the installation or the unit. He stated that air conditioning exists in 11 <br />the Hillview building adding that the intent was to reflect the Hillview building design with a few 12 <br />minor changes. He explained that the air conditioning unit is necessary because the building 13 <br />walls and floors would be cement and this would help reduce moisture and condensation. 14 <br /> 15 <br />Council Member Gunn stated that after talking with residents and determining that the main 16 <br />reason for lack of use was due to the buildings being too warm during the summer months. She 17 <br />explained that when they did the first building, part of the reasoning for installing the air 18 <br />conditioning unit was to make the buildings more useable and because City Council felt that the 19 <br />buildings were not being used to their full potential. 20 <br /> 21 <br />Council Member Flaherty agreed stating that the building does require good circulation and 22 <br />cooling in order to keep the moisture out and condensation down. He acknowledged their 23 <br />concerns regarding the summer months and suggested cross ventilation with fans for better air 24 <br />movement. He stated that he would like to see the air condition unit cost broken out on the bid 25 <br />as a separate line item. 26 <br /> 27 <br />Council Member Thomas asked what kind of units are they considering, HVAC system or 28 <br />separate heater and conditioner. 29 <br /> 30 <br />Public Work Director Lee stated that they are looking at separate units. He stated that they could 31 <br />have the unit broken out separately on the bid noting that it would also include information on 32 <br />the HVAC system and the usage of the building. 33 <br /> 34 <br />Council member Gunn noted the usage stating that initially they want one building that would be 35 <br />conducive to being able to hold family reunions. 36 <br /> 37 <br />Mayor Marty agreed with Council Member Thomas stating that he does not want to forgo the 38 <br />public hearing. He stated that during the Hillview project he did receive a lot of calls from 39 <br />residents who were concerned about the costs. He stated that he would like a break down of the 40 <br />costs for review at the public hearing. He referenced the staff report noting a total of 41 <br />$152,000.00 in budgeted expenditures that were not anticipated to occur in 2005 noting that he 42 <br />was going to ask about cutting City Hall irrigation and the park lighting and it was not stated in 43 <br />the staff report but was stated now. He expressed concerns stating that we don’t spend more than 44 <br />what has been budgeted. 45
