1. Establish clear, reasonable development standards and/or mitigation measures to minimize ID <br /> the visual impacts of wireless communications facilities; <br /> 2. Provide applicable development standards and/or mitigation measures to proponents of <br /> wireless communications projects in the pre-design phase prior to project submittal; <br /> 3. Incorporate the American National Standards Institute/Institute of Electrical and Electronics <br /> Engineers standards into the local review and approval process for wireless communications <br /> facilities; <br /> 4. Use the information contained in this paper (or more current information as it becomes <br /> available) to educate the public, as well as decision-making bodies, about health and safety <br /> issues associated with wireless communications facilities; <br /> 5. Streamline the local permitting process by differentiating between minor and major projects, <br /> and by enabling a two-level processing of discretionary permit applications; and <br /> 6. Review local zoning ordinances to determine the most appropriate zoning districts for the <br /> different types of wireless communications facilities. <br /> Although there are numerous forms of wireless communications, this report will focus specifically <br /> on commercial mobile radio service providers, as opposed to private or military providers. • <br /> Included in this group are the providers of cellular communications, Enhanced Specialized Mobile <br /> Radio (ESMR), and Personal Communications Services (PCS) that either currently or in the near <br /> future, will provide services such as two-way mobile voice communication, paging, voicemail, <br /> dispatching, conference calling, facsimile, video telecommunications, E-mail, and data delivery via <br /> Cellular Digital Packet Data(CDPD). <br /> • <br /> 1 <br /> • <br /> 111 <br /> 2 <br />
