A resolution would be prepared based <br /> on Planning Commission direction. <br /> Conditional Use Permit: <br /> Option A. If the Planning Commission desires to recommend approval of the conditional <br /> use permit request as presented (with a 125-seat church), staff would recommend the <br /> following contingencies: <br /> 1. The granting of this conditional use permit is contingent upon the following <br /> approvals, and shall be null and void if these approvals are not received within 90 <br /> days of the date on which City Council acts to grant this conditional use permit: <br /> a. The granting of a variance to allow a front setback of 30 feet where 35 feet <br /> is required by the Zoning Code. <br /> b. The granting of a variance to allow one less than the required parking • <br /> spaces on the site than is required, and to allow 25% of the parking spaces <br /> on the site to be compact size (seven spaces) rather than 10% as is required <br /> by the Zoning Code. <br /> c. The granting of a variance to allow standard size parking stalls at 9 x 18 <br /> feet rather than 9 x 20 feet as is required by the Zoning Code. <br /> In no event shall any building permits be issued until such time as these variances <br /> have been granted, or revised plans are submitted and approved which conform to <br /> Zoning Code requirements. <br /> 2. The granting of this conditional use permit is contingent upon the granting of a <br /> wetland alteration permit, and shall be null and void if this approval is not received <br /> within 90 days of the date on which City Council acts to grant this conditional use <br /> permit. In no event shall any building permits be issued until such time as the <br /> wetland alteration permit has been granted. <br /> 3. Prior to City Council action, the landscaping plan shall be revised as follows: <br /> a. Remove White Cedar (Arborvitae) as a plant material and substitute Black <br /> Hills Spruce. <br /> b. Change the word"sod" to "grass lawn" and add a note which states"The • <br /> areas shown as grass lawn shall be prepared using a sandy topsoil to <br /> increase the permability of the soil and improve its ability to filter sediments <br />
