She stated that they do their job to stand 2 <br />up for their company and to do the deal they need to do in order to do good business. She stated 3 <br />that this is the type of company she would like in Mounds View that makes good business 4 <br />decisions. She stated that she feels Medtronic has dealt with the city extremely fairly and 5 <br />extremely above board. 6 <br /> 7 <br />Council Member Stigney agreed stating that no one strong-armed him or coerced him in any 8 <br />manner. He stated that all he saw was a very upstanding company presenting options that they 9 <br />were willing or capable of doing. He stated that they have bent over backwards recalling that 10 <br />Medtronic only asked for 40-percent of the TIF they qualify for. He stated that Medtronic is a 11 <br />very above-board and outstanding company. He stated that it is his hope that everyone has the 12 <br />opportunity to work with company like this. 13 <br /> 14 <br />Mayor Marty stated that he has gotten to know Mr. McCombs the best noting that he has been 15 <br />very impressed and Mr. McCombs has his respect. He stated that he has no problems with any of 16 <br />the individuals he has spoken with. He assured the residents that no one has tried to strong-arm 17 <br />him noting that everything has been totally honorable and above board. 18 <br /> 19 <br />Barbara Haake, 3024 County Road I, referenced Ms. Sebesta’s concerns regarding her house 20 <br />being in a TIF District and clarified that when Director Ericson drove through the community to 21 <br />identify parcels it was with the intent to identify parcels that would be eligible for purchase by 22 <br />the city and if the resident chose to sell their home to the city they would use the excess TIF 23 <br />funds to purchase the parcel. She further clarified that the TIF funds would be available for the 24 <br />city to use if Ms. Sebesta or any other resident in a TIF District were to ever choose to sell their 25 <br />home to the city. 26 <br /> 27 <br />Mayor Marty clarified that if a property owner was not able to sell their home and they 28 <br />approached the city and it was determined that the home was not on the list it could take up to a 29 <br />year to qualify the property for purchase. He stated that the city was only trying to streamline the 30 <br />process. He explained that the city has been approached in the past by homeowners and the city 31 <br />has either not had the time to certify the property or the city has decided not to purchase the 32 <br />property. 33 <br /> 34 <br />Council Member Thomas further clarified that this list is just for the Comprehensive Plan and the 35 <br />only thing this list does is that it allows the city to use TIF dollars instead of the General Fund. 36 <br />She stated that it is only the difference in how it is financed noting that the Metropolitan Council 37 <br />requires the city to use the list if using TIF funds. 38 <br /> 39 <br />Brian Amundsen, 3048 Wooddale, stated that he had asked if the City Attorney would address 40 <br />the issues of 469.174, Subdivision 10, which has three specific criteria about when a 41 <br />redevelopment district can be declared and whether the City Attorney felt that the legislation set 42 <br />aside the three criteria for some reason when it was not specifically stated. He stated that he 43 <br />would also like to comment that for anyone to think that a company that says they have 3000 44 <br />employees they want to keep in Minnesota and if they can’t keep them in Minnesota would then 45
