He stated that he also checked on the Guidant building in 1 <br />Arden Hills noting that this building is not in a TIF district because they purchased the building. 2 <br />He stated that everyone is looking at this as a rare occurrence that an organization is offered with 3 <br />TIF and with his findings he has found that this is not out of the norm for a project of this size for 4 <br />TIF to be requested by the developer. 5 <br /> 6 <br />MOTION/SECOND Thomas/Gunn To Approve the Resolution 6571 Approving Minnesota 7 <br />Statute Chapter 152, Article 2, Tax Increment Financing and Requesting Approval by Ramsey 8 <br />County and the Mounds View School District, as amended and waive the reading. 9 <br /> 10 <br /> Ayes-4 Nays-1 (Marty) Motion carried. 11 <br /> 12 <br /> J. Resolution 6566 Accepting the appropriation of a $5,000,000 grant to the 13 <br />City of Mounds View for County Road J Reconstruction and other public 14 <br />improvements necessary for the Medtronic Project. 15 <br /> 16 <br />Economic Development Coordinator Backman stated that Medtronic is proposing Phase 1 to 17 <br />construct an 820,000 square foot office complex that would house approximately 3000-plus 18 <br />employees at the new complex. He stated that the Traffic Impact Study that was done as a part of 19 <br />the AUAR indicated that the main access road, County Road J, would need to be reconstructed 20 <br />and upgraded. He explained that the City of Mounds View and Medtronic pursued funding for 21 <br />the necessary road improvements and the Minnesota Legislature approved $20.5 million 22 <br />including $5 million in a Minnesota Employment and Economic Development or deed 23 <br />redevelopment account, which refers to the agency. He stated that Governor Pawlenty signed the 24 <br />bonding bill on April 11, 2005 noting that Ramsey County would be the lead governmental body 25 <br />overseeing the specified road improvements and issued an RFP to engineering companies for the 26 <br />pre-design and final design activities. He noted that Ken Haider, County Engineer for Ramsey 27 <br />County is present and can speak to their processes. He stated that Minnesota DEED, the grantor, 28 <br />requires that the City of Mounds View provide information and adopt a resolution accepting the 29 <br />State appropriation of a $5 million grant to the city for public improvements. He stated that staff 30 <br />recommends that the Mounds View City Council accept the State appropriation for the $5 31 <br />million grant to the City of Mounds View for County Road J reconstruction and other 32 <br />improvements necessary for the Medtronic project and authorize staff to develop a cooperative 33 <br />agreement between the City of Mounds View and Ramsey County regarding the road project. 34 <br /> 35 <br />Ken Haider, Ramsey County Engineer, stated that the process is quick noting that they are under 36 <br />the worst timeframe of anyone because there is an expectation that all of this construction work 37 <br />gets done within a certain timeframe. He noted that with Minnesota weather, timing is a big 38 <br />factor. He stated that what they are looking at is the means by which they can get started on the 39 <br />design phase of the road improvement project. He stated that the resolution before Council 40 <br />tonight would be taken down to their Board tomorrow and award the contract to the engineering 41 <br />consultant to begin the work. 42 <br /> 43 <br />Barbara Haake, County Road I, expressed concerns noting that if Mr. Haider is taking this to 44 <br />Ramsey County for approval and they do go for a referendum, get the 900 signatures and this is 45
