• Planning Case No. 457-96: 8480 Pleasant View Drive <br /> October 2, 1996 <br /> Page 4 <br /> Analysis/Recommendation: <br /> The lot in question is pie shaped because of the cul-de-sac, and does present practical <br /> difficulties in locating the house on the lot. The property owner desires to convert the <br /> area which has been used for a deck to a three season porch. The deck has been removed <br /> but served a sliding glass door on the upper level of the house. The house is split level in <br /> design and therefore the door is approximately 10 feet above grade. It is the applicant's <br /> desire to use the existing design of the house, the arrangement of the dining room and the <br /> location of the sliding glass door in adding the porch to the house. If no improvements are <br /> made, the sliding glass door will open into space. <br /> The Zoning Code allows decks off the main level of the house to encroach to within two <br /> feet of the property line (Section 1104.01 Subd 5.c.) Three season porches, which are <br /> enclosed structures, are not given this same allowance and must comply with the building <br /> setback. The change proposed by the applicant from a deck to a three season porch <br /> means different rules that apply, and a variance is required. <br /> The three season porch would be 10 feet from the rear property line, with the bottom edge <br /> • 10 above grade. The applicant has indicated that they will be enclosing the area between <br /> the deck and the ground level to make it more attractive but not to finish it as a useable <br /> room. The neighbor's house is on the opposite side of the lot from where the porch <br /> would be located. The porch will be facing the open side yard on the abutting property <br /> and will be screened by trees. The porch will be approximately 60 feet from the nearest <br /> side property line. <br /> Staff Recommendation: Adopt the attached resolution approving a reduction in the rear <br /> setback requirement from 30 feet to 10 feet for construction of a three season porch at <br /> 8480 Pleasant View Drive; Planning Case No. 457-96. <br /> cc: Ronald L.
