LLP <br /> Location: 2535-2585 Highway 10 <br /> PIN No. 07-30-23-11-0079 <br /> Zoning/Land Use: B-4 <br /> Mounds View Square Shopping Center <br /> • Applicable Regulations: The regulations applicable to this request are stated and discussed <br /> under the analysis section of this report. <br /> Attachments: Zoning Map <br /> Planning Application <br /> Letter from Paster Enterprises dated October 3, 1996 <br /> Diagram showing Bridge Design <br /> Visual Simulation showing Sign& Pedestrian Bridge <br /> Concept Drawing of Center Identification Sign <br /> Background: <br /> The City of Mounds View is pursuing the construction of a pedestrian bride over Highway <br /> 10. It will span the highway just west of Long Lake Road. A preliminary design for the <br /> bridge has been prepared and submitted to the Minnesota Department of Transportation. <br /> A diagram showing the layout of the bridge is attached. The ramp from the north end of <br /> the bridge is proposed to be located on property owned by the applicant and developed as <br /> the Mounds View Square Shopping Center. The applicant is concerned that the bridge <br /> will obscure the identification sign for the shopping center. The City is endeavoring to <br /> obtain an easement from the applicant for the ramp. The applicant is reluctant to grant <br /> such an easement without the City addressing the possible obstruction to the visibility of <br /> 41 the shopping center which might be created by the bridge. Staff suggested to the applicant <br />
