• PLANNING COMMISSION <br /> MEMO <br /> To: Mounds View Planning Commission <br /> From: Pamela Sheldon, Community Development Director <br /> Subject: Planning Case Nos. 461-96, 462-96, and 463-96 <br /> Mounds View Square <br /> Date: October 8, 1996 <br /> Meeting of October 9, 1996 <br /> Issue <br /> Mounds View Associates is requesting three types of approval for the Mounds View Square <br /> Shopping Center. Their overall proposal involves adding two dinner house style restaurants, <br /> expanding retail square footage and improving signage for Mounds View Square. The <br /> applications include: <br /> • • Case No. 461-96: a conditional use permit to allow joint parking facilities and driveways <br /> • Case No. 462-96: a variance request for the size and height of the shopping center <br /> identification sign <br /> • Case No. 463-96: a variance request in the parking ratios used for the shopping center <br /> Staff has prepared two reports to cover these three cases: one report regarding joint parking <br /> facilities and driveways, and the variance in parking ratios; and a second report for the variance in <br /> sign regulations. These reports are attached. <br /> Overview <br /> Mounds View Square is located on Highway 10 and is the largest shopping center in the City. It <br /> is a critical element in the Highway 10 corridor and to the City's economy. It is important that <br /> this shopping center remain healthy. The applicant is proposing a plan for the future expansion of <br /> the shopping center, closer to its ultimate configuration. This expansion includes removing the <br /> existing Bridgeman's Ice Cream Restaurant and the Hardee's Restaurant, and replacing them with <br /> larger dinner house style restaurants. The two existing restaurants occupy 7500 square feet. The <br /> proposed restaurants would occupy 12,000 square feet, or an increase of 6300 square feet. The <br /> expansion also involves adding approximately 5,000 square feet of retail space next to Mario's <br /> Video. <br />
