• PLANNING COMMISSiON <br /> MEMO <br /> To: Mounds View Planning Commission <br /> From: Pamela Sheldon, Community Development Director <br /> Subject: Proposed Schedule for Planning Commission Meetings in 1997 <br /> Date: November 20, 1996 <br /> As we approach the end of the year, we need to set the schedule for Planning Commission <br /> meetings in 1997. I have attached a calendar with suggested dates circled for your review. The <br /> meetings in January and July are on the second and fourth Wednesdays because of the New <br /> Year's Day and Fourth of July holidays. We would also like to discuss with Planning Commission <br /> the current practice of having every case go to an agenda meeting and then an action meeting, and <br /> having the agenda and action meetings separate. <br /> The present time line for bringing cases to Planning Commission is as follows: <br /> • Deadline for submittal: Friday three weeks prior to agenda meeting <br /> (usually last Friday of month) <br /> Agenda meeting Third Wednesday of month <br /> Action meeting First Wednesday of following month <br /> Most of the cases handled by Planning Commission must also be forwarded to City Council for <br /> final action. If an applicant submits on the deadline, it is 33 days from when a recommendation <br /> will be made by Planning Commission and 52 days from when City Council takes action. If the <br /> applicant submits somewhere in between deadlines, we are usually up against the 60 day rule. If <br /> an applicant misses the deadline for submittal, they must waitup to one month before they can <br /> submit again to get on the Planning Commission agenda for discussion. Many applicants are not <br /> aware of the lead time necessary to submit, and so miss the deadlines. <br /> Staff would like to propose that the Planning Commission agendas be divided into discussion and <br /> action items so that the longest delay, if an applicant misses a submittal deadline, is approximately <br /> two weeks. We would also like to suggest that certain items such as conditional use permits for <br /> oversized garages and for temporary outdoor sales, lot splits, simpler variances be discussed and <br /> decided in the same meeting, if possible. If Planning Commission felt that the case was not ready <br /> for decision, then it could be continued to the next meeting two weeks later. <br /> • We felt that this was an appropriate time to bring up these issues, since we need to set the <br /> meeting schedule for next year. <br />
