PLANNING CASE NO. 470-9G <br />ranuary 6, 1947 <br />Page 2 <br />�ac�g�ouaxdm <br />Iv�r. Peter Linder, representing L,inder's Greenhouses, has applied fbr a. conditional use psr�mit <br />(CCTP} to a.ilow the operation of an outdoor sales operation a� Iviounds View Square. Linder's was <br />previously issued CUPs for the I995 and 1996 growing season. No changes are proposed in the <br />locatioq layo�t and operation from previous years. <br />In his letter of applica�ion, Mr. Linder requests that ihe City consider allowing the ope�°ation to <br />hook up to a fire hydra,nt on the property in order to get waier for the flora. This was done last <br />year with no associated problems. The charges for permitting such water tasage include a$100 <br />hydrani deposit, a$20 wrench deposit and a$20 adapter valve deposifi. These deposiis are <br />refundable. The applicant's request to connect to the fire hydra.nt has been approved by the <br />Departm�ni of Public works, subject to receiving the appropriate deposi�s. In addition, fh� <br />applicant will be billed $1.00 per day for water service. <br />r�naiys�s: <br />Mr. Linder is expecting io operate the Flower �Iart from April 15 to June 30, 1997, but would like <br />the CUP to be effective from March 15 to July I5, 1996, to accommodate for seasonal fluctiaations <br />and assembly/disasseinbly. Linder's Flower Mart is a p�rennia.i Mounds View business, having <br />been at the same location for fhe past four years. Staff is not aware of any problems associated <br />with this operation. <br />The flower mart will be located at the edge of the Mounds View Square parking Iat, alongside of <br />Highway 10. The closest residential neighbors at this point axe the homes behind the shopping <br />center and the Wildwood Manor senior apartments across Highway lfl to the south. The <br />residences, separated from the flower mart by the shopping center and the highway, should bear no <br />discernabie impaci from the use. <br />The flower mart is related #o th� needs of the residents of Mounds View in that there are no <br />greenhouses within the City. The zoning for the shopping center is B-4 (Regzonal Business <br />District} which allows outdoor sa.les as a conditionat use. The area of Iv%unds V'iew Square is <br />identified as Highway Commercial within the City's Comprehensive Plan, a designation not <br />inconsistent with the shopping center and proposed flower marC. Traffic in the area should not <br />noticeably increase as a result of this use as it will draw much of its cusiomer base from th� <br />Mounds View Square shoppers and commuters traveling east and west on Highway 10. <br />Given these considerations and the previous experience with Linder's Greenhouse, stafffeels <br />approval of the conditional use permit is appropriate. <br />I�ecommenda�iot�: <br />The Planning Commission recommend to City Council approval oithe cond'ztional use with <br />conditions as to startin� and ending dates, anoperationf oepration.
