Item #4 <br /> • PLANNING COMMISSION <br /> MEMO <br /> To: Mounds View Planning Commission <br /> From: James Ericson, Planning Associate <br /> Subject: Commercial Wireless Telecommunications Towers and Antennae <br /> Planning Case No. SP-001-96 <br /> Date: December 11, 1996 <br /> Meeting of December 18, 1996 <br /> Issue <br /> On August 12, 1996, the City Council approved a 180-day moratorium on the new use, <br /> development or construction of wireless telecommunications services within the City(Ordinance <br /> No. 587). This moratorium is set to expire on March 8, 1997. The Planning Commission held a <br /> special session on October 23, 1996 to discuss this topic at which meeting industry <br /> • representatives were present to give short presentations and to answer questions. Staff presented <br /> the Commission with a draft ordinance for review on December 4, 1996, which generated <br /> additional comments and suggestions. These changes have been incorporated into a revised draft <br /> ordinance. <br /> Recommendation <br /> Staff recommends that the Planning Commission review the attached revised draft of the wireless <br /> telecommunications ordinance and make suggestions and or comments as to its content and <br /> provisions. If the Planning Commission considers the ordinance acceptable, staff recommends <br /> ordinance to the City Council. <br /> Analysis <br /> A number of changes have been made to the proposed ordinance. Any language that has been <br /> added since the December 4, 1996 meeting is shaded. Some language has been deleted as a result <br /> of the that meeting and suggestions made by City Attorney Bob Long. <br /> Format for Section on Districts Allowing Telecommunications Facilities: The revised <br /> ordinance places the text in section 1126.03, Subd. 2 relating to conditional uses into a table that <br /> • enhances readability and comprehension. <br />
