The Planning Commission approved the Code amendment on November 2, 1994, <br />sending the amendment on the City Council. Before reachin� the Council, however, Faul <br />Harrington and Jim Thompson {the City's respeciive community developmen� coordinator and <br />attorney ai that time) together reinterpreted the Code and decided that the use was a pemutted <br />conditional us�. Oa January 4, I995, the Planning Commissian approved the CUP appiication, <br />sending it an the City Council. The Cour�cil approved the CUP on Februaey 27, 1995. <br />r�nalysjse <br />There are six contingencies ait�ched to this CUP. The first requires ihat the CUP be recorded wiih <br />Ramsey County. Staff has contacted Ramsey County arid verified that the CUP was in fact on file <br />with them. The second contingency requires that the number of units availabie not exceed <br />
