Febr�aary 15, 1996 <br />Iv£eeting of February 19, 1996 <br />The Planning Commission indicated at your last meeting that t'evising the Parking Code was an <br />item high on yaur priority list. Staffis in agreement especially since we keep running into <br />problems wiih the parking ratios. We have ordered ttivo publications �which should assist us in <br />moving forward with this revision: <br />Off S��°�e� �arl�ir►� I2eq�arreme�gs, published by the American Planning Association in 1991 <br />APA surveyed 127 zoning ordinances io compil� this comprehensive reportc on parking standards <br />`; for 180 dif�erent land uses. V�Iithin eack land use, a range is given of the high and low end of the <br />ratios found. <br />T�e A�stheties of P�rking, published by ihe American Planning Association in 1988 <br />This publication features Iandscaping and design improvemen�s that can soften tiae harshest visuat <br />e�'ecis of parking lots and struciures. It features effective local codes ihat take a comprehensiv� <br />approach to the landscaping and desi� oiparking facilities. Based on a survey of 3001ocal <br />codes. - <br />We expect to receive these publications very soon. Also, I have made a copy of the parking code <br />which I developed when working in Summit County, CO and have inctuded it in your packet. I <br />fee! the structure of this code may offer a useful starting point. I have Iisted the iopics below in <br />an outline forn� for you to go througli and make notes. I have also noted the sectior� numbers <br />from the Mounds View Code where similar provisions appear. Following the outline is a list of <br />topics which appear in the Mounds View Code but not the Summit County Code. I ihoughi it <br />would simply the revision process if the Planning Commission could indicate what topic you want <br />covered and whether the basic structure is acceptable, so we can go from here rather than starting <br />from scratch. We may or may not have time to review this informafiion ai your Febnaary 19 <br />meeting, but it would be heipful to know if you ii�ink this approach is worthwhile. <br />
