This ordinanc� would allow day care centers and group nurseries as a <br />conciitional use in fihe B- I, �-2, B-3, �-4 and I-1 districts. The criteria for review of ihe <br />cQnditional use perrnit were proposed to nnirror the criteria wiuch are now applied in the <br />residential districts. These cri�eria are: <br />a. No overni�ht faciliiies are provided for the children served. Children are delivered <br />and removed daily. <br />b. The front yard depth shall be a minimum af t%irty five feet (35'}. <br />c. Not less than forty (40) squa.re feet o� outside play space per child be provided and <br />�hat such space be suitably fences ancUor screened in accordance with conditions as <br />specified by the City Council. <br />d. Adequatie off-street parking and access is provided, in compliance with Chapier <br />1121 af tlus Titie. <br />e. Adequate off-sireet Ioadin� and service entranees are provided in compliance with <br />Chapter 1122 oithis Title. <br />f. The site and related parking and service entrances shall be served by an arterial or <br />collector sireet af sufficieni capacity to accommodafe the tra.ffic which will b� <br />generated. <br />g. All signing and informational or visual communicaiion devices shall be in <br />compliance wiih the Mounds View Sign Code. <br />Two issues were of concem to Ciiy Council: <br />If day care ceniers are placed in business and industrial disiricts, it is possible that they wili <br />be lacated z�e� to streets which catry higher voiur�es of traffic, and children wilk be <br />subjecied to higiier levels of exhaust fumes. The question was asked whether a crit�r�a <br />should be added which would address this possibility. <br />
