The size o�the sfiorm drairis r�eeds ta be upgraded or a parallel line <br />tnstalled so water is diverted before it reaches the s�orzrz drai� in County I�oad I-i2. <br />� Soils <br />The 19i9 Cocnprehensive Plan inctudes a map showing soi� suitability for development <br />(see Attachrnenf 8). The soils on the O'Neil property are ciassified as having moderate <br />limitations, in the area proposed for development, and severe limitations where the <br />wetiand is located. Approximately three-faurths of 1VTounds View is in ihe maderate <br />caiegory, According to th� plan, "most development can occur withoui complex erosio� <br />or slope problems" in tlus category. VUe would recamrnend that soil iesting be done at the <br />developmen� piar� stage oz�ly if determined necessary by the City Engineer. <br />� Vegetation <br />Stafihas walked the site with City Forester Rick Wriskey to evaluate the e�sting <br />vegetation. The primary vegetation is oak woodland. There have been two areas along <br />County Road H2 affected by oak wilt (across from 2456 and 24b8 H2), both of which <br />have been treated. Further treatrnent may 6� needed this summer. Mr. Wriskey felt the <br />best way to screer� the development was to leave #he woods in place in the buffer area. He <br />did not recorrxmend interplanting of evergreens because they would not get enough light. <br />He made a very strong recommendation that any wooded areas to be preser°ved be fenced <br />during consiruction so no equipment is used or parked within the area. There is a large <br />open a.rea between the two detention ponds where tre�s could be added. Ai1r. Wriskey <br />recommended ha.rdwoQds be planted rather than evergreens to keep #he look of the siie <br />natural. The vegetation west ofDonatelle's for approximately 75-100 feet is scr�ab and is <br />no loss if it is cleared. Comments on the proposed landscaping for the development <br />portion of the site would be made at the development pIan stage. <br />Traffic and Access: The project will take access from Highway 10 at approximately <br />midway between Lang Lake Road and County Road H2. At this time, #he access is <br />proposed as right-in, right-out due to restrictions established by ihe Mirmesota <br />Department of Transporration (MnDOT} on access to I3ighway 10. MnUOT does not <br />have access control in this section of Highway 10 which means they have to grant at leasi <br />one access to the O'Neil groperty, but they a.re opposed at this time to a mediarz break to <br />allow a full movement intersection, or to the addition of a traffic signa,I betweerz Long <br />Lalce �Zoad a�nd Couniy Road H2. <br />Access to the site from Lon� Lake Road is constrained by th� wetland, and from County <br />Road H2 by neighborhood opposiiion. <br />A tra#iac st�.ady has been prepared %r this project and included in your packet (tlttac�nent <br />7). Th� study calculates daily trips gener�ted and evening pea.lc hour trips g�nez°ated (see <br />page 6). The analysis focuses on the evening weekday peak hour, since ihe combined <br />
