'Th� obvious difference is having <br />an entertainment use as opposed to a retail use, and replacing the potentiat for duplexes <br />under the R�2 residential district with the o�ce buildings in the proposal. The <br />deveiopment of o;ffice buiidings v✓ith no access to County Road H2 is a quieter use than <br />duplexes fronting on�o County Road H2 would be. The offices will l�e probably be closed <br />on weekends and evezungs. There wiii be no d�iveway� onto County Road H� and no <br />neighbars in eloseby yards. <br />G C'oncPusions <br />The community must decide what its goals are for this property and how it fits into the bigger <br />pici�ure. One consistent theme in the adopted Comprehensive Pian and in a.11 the subsequent <br />versions is thai the O'Neil properry is very significant and it is located in what the commuruty <br />regards at its City Center. The desire in I979 was £or this area to become a strong, vital, <br />identifying community focal point, with a mixture oi commercial, public, low, medium and high <br />density residential and open space uses (p. 172). The 1979 Comp Plan atso included a <br />Community Deveiopment Concept and tand use recommendations (see Appendix 4). The concept <br />is described as "the basic idea behind the pla.n."
