JONES <br /> BOX 340 • <br /> WA LK ER <br /> MINN <br /> 5 8 4 8 4 <br /> March 5, 1997 <br /> Pamela Sheldon <br /> Director of Community Development <br /> City of Mounds View <br /> 2401 Highway 10 <br /> Mounds View, MN 55112-1499 <br /> Dear Pamela: <br /> The PUD that has been submitted is a well thought out plan that will allow • <br /> the city to achieve the highest and best use out of the subject property <br /> while complimenting the needs of the surrounding neighborhood as well as <br /> the entire community, The plan calls for commercial properties to be <br /> located along Highway 10 such as a fast food/gas convenience store and <br /> car wash, fast food restaurant and small office building and then <br /> transitioning the back land into high density residential accompanied by <br /> tasteful treatment of green space and wetlands blending into the <br /> neighborhood. <br /> The Comprehensive Plan calls for the site to be developed into a Mixed <br /> Use PUD just as being proposed. The plan states that District 1 should <br /> contain a mix of commercial, public, low, medium and high density <br /> residential and open space uses. The plan also recommends that <br /> provisions for dedication of land to a pedestrian/bicycle trail system be <br /> provided. Because of this we have included a sidewalk the entire length of <br /> Silver Lake Road which will accomplish this goal. The plan states that <br /> access to Highway 10 should be limited and concentrated. For this reason <br /> we have included a private road which accesses the site from Silver Lake <br /> Road to provide an alternative approach for the commercial properties. <br /> The commercial properties also share some access points to Highway 10 to <br /> help control the congestion.. <br /> We believe that in addition to complying with the Comprehensive Plan, the , <br /> proposal will also fit the recommendations of SRF Consulting.
