Planning Commission <br /> Case No. 471-97: O'Neil Property <br /> March 28, 1997 <br /> Page 4 <br /> The need for professional and medical services is great given the growing concentration of senior <br /> housing in the Highway 10 corridor, and the aging population in general. <br /> ■ Economic Benefits <br /> Property Taxes: Approximately$66,000 dollars in property taxes are being paid annually on the <br /> O'Neil property, based on a market value for the land at $1.1 million. The estimated value of the <br /> property with development of the proposed project is $11 million, which would generate <br /> $691,000 in property taxes. The City's share of the property taxes would be $113,000 annually. <br /> Employment: It is estimated that the development will generate approximately 77 full time and <br /> 52 part time new jobs for the community. <br /> Multiplier Effect: As noted in the last staff report, hotel and entertainment uses have one of the <br /> highest multiplier effects, i.e. the ability of one business to generate additional economic activity <br /> that creates more jobs and brings customers to other businesses. The applicant has provided an <br /> article which discusses the economic impact multi-screen movie theaters have made in other <br /> communities (see attached). • <br /> • Public Safety <br /> Police: The Mounds View Police Department has indicated that since there will be more people <br /> and cars on the site with development, there will be more police calls because of criminal activity. <br /> Accidents, theft, vandalism and disorderly conduct are examples of the type of incidents which <br /> may occur. Because of the buffers provided around the development, the Police Chief would <br /> expect these problems to be confined to the site and he does not expect the surrounding area to be <br /> adversely affected. <br /> Staff checked with three other police departments which either deal with existing multi-screen <br /> theaters or have reviewed proposed theater developments. The two departments dealing with <br /> existing theaters noted the typical problems are thefts from automobiles, some children and <br /> teenagers congregating, and some underage consumption of alcohol in the parking lot. They did <br /> not feel these were serious problems. <br /> Fire: The Fire Marshall has reviewed the plan for this development and has responded that it does <br /> not present any concerns. Staff is checking with him on whether it is a concern if there is only <br /> one access point onto this site. <br /> • Dimensional Requirements <br /> The proposal meets or exceeds the typical dimensional requirements for commercial and office • <br /> development, and the site size and frontage requirements for commercial PUDs. <br />
