MEMORANDUM
C ST.PAUL.MN a MINNEAPOLIS.MN ST CLOUD.MN 67.1 CHIPPEWA FALLS.WI G MADISON. WI
•
TO: Jim Ericson, City of Mounds View r
FROM: Rocky J. Keehn
DATE: February 27, 1997
• RE: Review of Spots Quick Lube-Case 472-97
The site was previously a gas station. The environmental concern is whether or not the tanks were property
removed. Although the City is not buying the property, they may want to assurance that no contaminates
will show up in any private wells in the future.
The drainage will flow to MnDOT right-of-way so the applicant will need a MnDOT permit to work in theme
right-of-way. Rice Creek Watershed District should also be notified to verify that they do not have any
concerns on this project. The Mounds View Hydrologic Review data sheet is attached for your records.
Runoff calculations were not included as part of the submittal. Since the land use is not changing
impervious surfaces are not being increased, detailed calculations are not required. However, a grading plan
that shows the existing drainage and one with the proposed drainage plans should be provided for reference.
Since the storm sewer system will replace the existing drainage system which currently flows directly to to
MnDOT ditch, there are smm11 drainage changes which should be noted by the applicant
The proposed entrance will need a more detailed review in regards to traffic. I showed the site plan to car
traffic engineer and he indicated a concern on the location of the entrance to the site. If cars are stacked-o
get into the site, it could cause a problem to vehicles turning onto Spring Lake Road from Highway 10. A
better alternative may be to make the north entrance a one-way in and the south entrance a one-way o x.
Beforc the site is piesentcd to Council, the applicant should have a traffic engineer provide input on-
location of the drives. If the city desires, we are available to do a more detailed review of the site ;o
determine actual site distances and entrance locations. Fees for a more complete review of the site will nee
reimbursed.
•
The last consideration is the actual connection of the drives to Spring Lake Road. Spring Lake Road
scheduled to be reconstructed in 1998. If the drives are incorrectly installed, they would need to e
reconstructed as part of the roadway improvement project. A little foresight should prevent this. Also, tie
road will be reconstructed to State Aid standards which may put a restriction on the location of thei
driveways. Prior to approval, the applicant should check with State Aid standards to verify that the locaticn
of the drives will not be in violation of future requirements.
If you have any questions or if I may be of father service please call me at 490-2026.
RJIK/rjk/GSB
Attachment
