MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 09-81 <br />CITY OF MOUNDS VIEW <br />Ob COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RECOMMENDATION TO THE CITY COUNCIL REGARDING PLANNING CASE 68-80 <br />WHEREAS, the Mounds View Planning Commission has reviewed the <br />application of Frank Carley, aka, Carley Pattern, regarding the request <br />to rezone the property at 4751 Mustang Lane from the existing I-1 <br />(Light Industrial) to I-2 (Heavy Industrial); and <br />WHEREAS, Mounds View Code Section 40.20, Subd. B(16) classifies <br />the Carley Foundry proposal as I-2 (Heavy Industrial); and <br />WHEREAS, the Mounds View Comprehensive Plan in Land Use goals <br />and policies directs the City to "develop a cohesive land use pattern <br />which ensures compatibility and functional relationship among activi- <br />ties and land uses" (goal 1), and <br />to "accomplish transitions between distinctly differing types of land <br />uses in an orderly fashion which does not create a negative (economic, <br />social, or physical) impact on adjoining developments" (policy d); and <br />WHEREAS, that same Plan directs the City to "ensure that commu- <br />nity development is compatible with features of the natural environment <br />and is accommodated without destroying environmental features and natural <br />amenities: (goal 4), and <br />the "development shall be prohibited on wetlands, flood plains and other <br />natural features that perform public protective functions in their nat- <br />ural state" (policy a); and <br />WHEREAS, the property at 4751 Mustang Lane, the proposed site <br />for rezoning to Heavy Industrial is adjacent a residential area of <br />Mounds View and adjacent to Rice Creek; <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning <br />Commission recommends to the City Council that the request to rezone the <br />property at 4751 Mustang Lane from the existing I-1 (Light Industrial) <br />to I-2 (Heavy Industrial) be denied. <br />Adopted this 4th day of March, 1981. <br />ATTEST: <br />Chairrper <br />(SEAL) <br />Buil ing & oning Official <br />
