MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 10-81 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING CHANGES IN REGULATIONS OF R-2 HOUSING <br />WHEREAS, the City Council has asked for recommendations from <br />the Planning Commission on the issued of R-1 to R-2 conversions <br />within the low density description _given in the Comprehensive Plan; <br />and <br />WHEREAS, R-2 along with other higher density types of housing, <br />can have negative impacts upon the predominant R-1 type; and <br />WHEREAS, the Planning Commission deems that needed R-2 housing <br />can be provided while any negative impacts can be minimized by avoid- <br />ing dispersion of the R-2 or conversions from R-1 to R-2; <br />NOW, THEREFORE, BE IT RESOLVED that the Planning Commission <br />recommends that conversions of existing R-1 structures to R-2 not be <br />allowed; <br />ATTEST: <br />I* SEAL <br />BE IT FURTHER RESOLVED that the following are also recommended: <br />1. R-2 property should be enhanced by requiring minimum <br />100' frontage and a square footage of 16,500 for interior <br />lots, 125' frontage and a square footage of 18,750 for <br />corner lots, and side yard setbacks of 15'; and <br />2. R-2 should continue to be classified as "low density" <br />housing even though technically it may not meet the low <br />density definition of 2-3 units per acre; and <br />3. R-2 housing should be restricted to the periphery of <br />low density zones in areas where it would provide trans- <br />ition to higher density residential or other more inten- <br />sive land uses. Such R-2 areas should be designated on <br />the zoning maps and the comprehensive plan should be <br />amended to reflect such designation. <br />4. The foregoing recommendations should be reviewed by the <br />City Attorney for implementation. <br />Adopted this 4th day of March, 1981. <br />lding & Zoning Official <br />
