MOUNDS VIEW PLANNING COMMISSION <br />• RESOLUTION NO. 55-82 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RECOMMENDATION TO CITY COUNCIL REGARDING <br />PLANNING CASE 111-82 <br />WHEREAS, the Mounds View Planning Commission has reviewed the <br />application of Howard Thorson of Dailey Homes for approval of a <br />minor subdivision and the rezoning of the property from R-1 to R-2; <br />and <br />WHEREAS, the Mounds View Planning Commission has received and <br />reviewed reports from City staff and consultants regarding the <br />request and its application to Mounds View Municipal Code; and <br />WHEREAS, the existing and proposed lots all meet or exceed <br />minimum zoning code requirements; and <br />WHEREAS, the proposed zoning of R-2, Single and Two Family <br />residential is consistant with the Comprehensive Plan which denotes <br />the area as low density residential; and <br />WHEREAS, the City of Mounds View has passed Resolution No. 983 <br />which states that it is the policy of the City to reduce or eliminate <br />storm water and drainage damages and minimize storm water runoff through <br />land development management measures stressing on-site storm water <br />retention or detention; and <br />WHEREAS, the site of the proposed development is located in <br />part within a designated wetland as defined by Ordinance No. 301; <br />NOI, THEREFORE, BE IT RESOLVED that the Mounds View Planning <br />Commission recommends approval of the preliminary plat by Howard Thorson <br />of Dailey Homes to subdivide the three (3) lots and rezone these lots <br />from R-1, Single Family to R-2, Single and Two -Family. The developer <br />shall submit a revised site plan which includes the following additions <br />or revisions: <br />1) Compliance with Resolution No. 983, per Short -Elliott - <br />Hendrickson memo dated June 1, 1982 is met, with this <br />ponding to occur on the dry, buildable portion of the <br />lots, with a controlled release to the wet area to the <br />north. <br />2) Two separate water and sewer services be included for <br />each lot. <br />• 3) Easements be shown for the additionalondin area. <br />P g <br />
