MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 58-82 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING THE AMENDING TO CHAPTER 40 OF THE <br />MOUNDS VIEW MUNICIPAL CODE REGARDING SENIOR CITIZEN HOUSING <br />WHEREAS, the City of Mounds View has received a request to <br />construct a 40 unit senior citizen housing project; and <br />WHEREAS, the Mounds View Municipal. Code does not address <br />design criteria for senior citizen housing in its zoning sections; <br />and <br />WHEREAS, the Planning Commission finds the need to regulate <br />these types of developments from a zoning perspective; and <br />WHEREAS, the Planning Commission has met, and is recommending, <br />that senior citizen housing be included as a conditional use in an <br />R-4 residential district; and <br />WHEREAS, following surveys conducted of other senior citizen <br />•projects in the metropolitan area, the Planning Commission has <br />established a definition for senior citizen housing and also specific <br />parking requirements; <br />NOW, THEREFORE, BE IT RESOLVED that the following code <br />clarifications are being recommended: <br />40.02, Subd. B (all definitions following senior citizen <br />housing would be renumbered) <br />Senior Citizen Housing. A residential housing development, <br />or that portion of a housing development, in which 60 percent <br />or more of the units are designed for occupancy by individu- <br />als over 60 years of age or by an elderly couple with one or <br />both members over 60 years of age (40.13, Subd. D). <br />40.07, Subd. H <br />(28) Senior Citizen Housing. At least a total of one Cl) <br />space per housing unit including not less than one (1) <br />designated handicapped space per handicapped housing unit <br />and at least 25% of the total spaces shall be no less than <br />11' by 20' or equivalent angle stall, including the designated <br />handicapped spaces. <br />40.13, Subd. D <br />• (4) Senior Citizen Housing. <br />
