MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 59-82 <br />eCITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING APPROVAL OF THE DEVELOPMENT OF <br />A SENIOR CITIZEN PROJECT AT HIGHWAY 10 AND LONG LAKE <br />ROAD AND APPROVAL OF A VARIANCE FOR REDUCED PARKING SPACES <br />WHEREAS, the City has received a request to construct a 40 <br />unit senior citizen housing project at the corner of Highway 10 and <br />Long Lake Road; and <br />WHEREAS, the Planning Commission finds a definite need for <br />elderly housing in the City of Mounds View; and <br />WHEREAS, present City Code does not specifically address design <br />criteria for senior citizen housing projects, including their parking <br />requirements; and <br />WHEREAS, under present code, a development of this type would <br />be classified as R-4, High Density Residential, requiring 2, parking <br />spaces per unit, totalling 100 spaces of which one per unit shall be a <br />spaces <br />and <br />WHEREAS, through surveys of similar housing in the metropolitan <br />area, it was determined that the occupants of this proposed building <br />do not need the number of spaces as required by existing code; and <br />WHEREAS, the Planning Commission is recommending an addition to <br />the Mounds View Municipal Code which addresses senior citizen housing <br />and parking requirements; and <br />WHEREAS, a variance can be granted where a unique situation and <br />hardship exists; and <br />WHEREAS, undo hardship and possible loss of federal funding for <br />the project may result should approval be delayed until such time as <br />the proposed code additions are adopted by the City Council; <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning <br />Commission recommends to the City Council approval of development of <br />the proposed 40 unit senior citizen housing project at the corner of <br />Highway 10 and Long Lake Road; <br />BE IT FURTHER RESOLVED that the Mounds View Planning Commission <br />recommends approval of a variance to the required number of parking <br />spaces (from 100 to 40) based on the following: <br />• 1) At the present time, the code clarifications being <br />recommended are not in effect. <br />
