The
comprehensive plan indicates single-family residential use of the site. These two land use
scenarios represent the extremes of potential uses of the site in terms of the number of
trips that would be generated. The proposed development would be expected to generate
less than half the number of trips that would be generated by the land use defined in the
zoning plan, but more than four times the number of trips that would be generated by the
land use indicated in the comprehensive plan.
The proposed office buildings are expected to generate the most traffic during the typical
a.m. and p.m. peak hour that is experienced on the adjacent streets. The major generator,
the movie theater,is expected to generate the highest number of trips later in the evenings
and on weekends. Most of the site-generated trips would be served by TH 10. Other
streets arc also expected to serve site-generated trips, in particular Long Lake Road and
County Road H-2, which are both classified as collector streets. These streets could
experience increases of between seven and sixteen percent in daily traffic volumes.
The existing street system is adequate to accommodate the trips that would be generated
by the proposed project. The developer would be required by Mn/DOT to provide
improvements at the proposed site driveway to facilitate movement into and out of the
site and to minimize interference with TH 10 traffic.
The proposed development is expected to result in an increase in the number of U-turns
made at intersections on TH 10. U-turns made at the signalized intersections are not
expected to cause a safety problem. It is possible that U-turns made at the unsignalized
intersection of TH 10 and Edgewood Drive would create a safety problem. If this occurs,
the intersection could either be posted for no U-turns or the break in the median could be
closed by Mn/DOT.
NH:bba
S
