Planning Commission Report <br /> Silver Lake Commons Development Review <br /> • Planning Case No. 487-97 <br /> July 16, 1997 <br /> Page 3 <br /> The second concern regarded a lack of calculations to indicate that the storm sewer under the <br /> southernmost drive (not shown on plans) could accommodate 100-year flows. The applicant has <br /> verified that the size of the pipe is adequate and will provide calculations to support this assertion <br /> before your meeting. <br /> Landscape Plan: <br /> The plans submitted by the applicant on July 1, 1997 include a revised landscape plan which shows <br /> some of the changes that were suggested at your June 18, 1997 meeting. With regard to the <br /> specific plantings, only two changes still need to be made. First, the plan does not show any <br /> landscaping fronting Highway 10 south of the access drive. Depending upon availability, the <br /> applicant will need to show a row of Dwarf Korean Lilac – <br /> trees or Anthony Waterer Spirea in this location. Second, •R; 2 e �O <br /> Regal Elms should � <br /> the <br /> be replaced with Hackberry, as was 7 - � <br /> suggested by the City Forester Rick Wriskey. A path <br /> should be added linking the parking area to Eastwood Road. Third, staff recommends that the sod <br /> line (denoted by the thin dashed line) be realigned to encompass the play structure as shown in <br /> Figure 2 above. Last, the three black hills spruce proposed along Eastwood drive in the seeded <br /> play area should be moved closer to the fenceline to allow for a larger, unimpeded play area. <br /> Access: <br /> The Minnesota Department of Transportation(MnDOT) is requiring that the applicants add a right <br /> turn lane off of Highway 10 to the development and an acceleration lane for right-turns exiting the <br /> development. The letter from MnDOT is attached. To do this and to remove the existing driveway <br /> and culvert, the applicants will need to obtain a permit from MnDOT. This shall be done prior to <br /> the City issuing building permits for this project. <br /> Parking: <br /> The parking ratio required for multiple family residential units is 2.5 spaces per unit, with one of the <br /> • spaces in covered parking. The total number of spaces required for this project would be 56 <br /> garages and 84 surface spaces, for a total of 140 spaces. The applicants propose 57 covered <br /> garage spaces, one more than what is required for the proposed 56 units (40 units Red Oak <br />
