Residential uses located adjacent to highways often result in <br /> complaints about traffic noise. Traffic noise from TH 10 could exceed noise standards <br /> established by the Minnesota Pollution Control Agency, the U.S. Dept. of Housing and <br /> Urban Development, and the U.S. Dept. of Transportation. <br /> Mn/DOT policy regarding development adjacent to existing highways prohibits the <br /> expenditure of highway finds for noise mitigation measures. The project proposer should <br /> assess the noise situation and take the action deemed necessary to minimize the impact of <br /> any highway noise. <br /> • We strongly encourage consideration of a second access to the site on Eastwood Drive. <br /> We constructed arterials such as TH 10 to serve regional mobility needs rather than to <br /> provide property access. When access points increase or serve greater uses along a <br /> highway, they degrade the highway's capacity and safety. Consideration of a second <br /> access to the site on Eastwood Drive would provide access to TH 10 through the existing <br /> fill-movement access at CSAH 3/Eastwood Drive. • <br /> • Any use of or work within Mn/DOT right of way will require an approved Mn/DOT <br /> permit. The permit required depends upon the nature of the proposed work.
