REQUEST FOR PLANNING COMMISSION ACTION <br /> Meeting Date: June 4, 1997 <br /> Staff Report by: James Ericson, Planning Associate <br /> Planning Case No.: 485-97 <br /> Request: 16-foot Variance from Minimum Lot Width Requirement <br /> Petitioner: Glenn Karlen • <br /> Location: 7720 - 7730 Silver Lake Road <br /> PIN No. 006-30-23-34-0008 <br /> Zoning/Land Use: R-2, Single- and Two-Family Residential/Twinhome <br /> Applicable Regulations: Section 1107.03;Zero lot line subdivision requirements <br /> Section 1125.02, Subd. 2; Criteria for granting variances <br /> Attachments: Planning Application <br /> Zoning Map <br /> Site Plan <br /> • Letter from Applicant <br /> Planning Commission Resolution No. 510-97 <br /> Background: <br /> The applicant, Glenn Karlen, has requested a variance to reduce the minimum lot width from 50 to 34 <br /> feet for proposed Parcel B located at 7720 -7730 Silver Lake Road. (Refer to the attached site plan.) <br /> The property is improved with a twinhome which was constructed in 1978 prior to the enactment of the <br /> current regulations governing twinhomes and zero lot line development. Mr. Karlen would like to <br /> convert the building to owner-occupied units and feels the zero lot line subdivision would advance this <br /> transition. Since the twinhome is located off the center-line of the lot, the two lots would have widths <br /> of 56 and 34 feet if the property was subdivided as planned. The 16-foot variance requested is the <br /> minimum needed for the lot split. <br /> Analysis: <br /> The twinhome's construction in 1978 predated the zero lot line subdivision requirements, thus the <br /> applicant did not cause the situation necessitating the variance. Granting of the variance will not result <br /> in any visible physical change in the appearance of the twinhome. If anything, conversion of the <br /> twinhome's rental units to owner-occupied dwellings may improve outward appearance and <br /> strengthen the neighborhood. Deed restrictions shall be recorded if the property subdivision is <br /> approved which address uniformity of design and maintenance and reconstruction in the event of <br /> partial or full destruction resulting from fire or natural disaster. <br /> ' Recommendation: <br /> Approve Resolution No. 510-97 granting a variance to allow a reduction in the minimum lot width <br /> requirement for proposed Parcel B from 50 feet to 34 feet to accommodate a zero lot line subdivision <br /> at 7720 - 7730 Silver Lake Road for Glenn Karlen. <br /> N:\DATA\USERS\PAMS\SHARE\DEVCASES\485-97\KARLEN.RPT <br />
