Refer to the <br /> attached site plan. The 10-foot variance requested is the minimum that would <br /> alleviate the hardship. <br /> Issues: <br /> The Section of the Code that specifies locations and setback for advertising signs was created to <br /> established a uniform and consistent approach to the siting of signs in Mounds View. The intent <br /> of the 15-foot setback from any streetline (interpreted as right-of-way) is to restrict visual <br /> impairments and distractions to passing motorists. It is the point at which a balance between <br /> maintaining clear sight-lines and a business owner's ability to advertise has been achieved. In the <br /> • case of Spot's, however, because of the extensive Highway 10 right-of-way, the setback would <br /> locate the sign approximately 80 feet from the shoulder of the highway. Spot's proposes to locate <br /> the sign at 5 feet off the property line and 70 feet from Highway 10. <br />
