Keehn ry <br /> DATE: August 7, 1997 <br /> RE: Review of McDonalds, City Planning Case 500-97, SEH File No. AMOUND9701.00 <br /> Our review was based on a set of plans received by the City on July 25, 1997. The grading and drainage plan <br /> reviewed was printed on July 23, 1997. Based on this set of plans,the proposed building relocation will not alter <br /> the current impervious and pervious surface area amounts that currently exist on the site. Therefore, the total runoff <br /> from the site should not change with the reconstruction. Our concern is not the amount of runoff, but how the <br /> drainage patterns for the proposed runoff may be altered since there are three discharge locations of runoff from the <br /> site. The three discharge locations are to a curb-cut on the east side of the parking lot,the south entrances to the <br /> parking lot and a catch basin at the end of the drive thru. <br /> Based on the information provided for our review,it cannot be determined exactly where the existing and proposed 110 <br /> runoff drains from the site. Also,flow from the catch basin at the current drive thru is not shown on the plans. To <br /> document the drainage patterns, the developer needs to submit a drainage map which shows where all the runoff <br /> from the site will go for both the existing conditions and for the proposed. If the drainage patterns differ from those <br /> that currently exist, the developer's engineer will need to calculate the expected changes in flow rates to the <br /> downstream drainage systems and determine if these changes will cause any adverse impacts. All maps and <br /> calculations will need to be submitted for our review. <br /> The applicant will also need a Rice Creek Watershed District(RCWD) permit if the area is more than 2.5 acres or <br /> within 1000 feet of a DNR protected wetland. Due to its location near Rice Creek, the applicant should check to <br /> see if a RCWD permit is required. If a permit is required,RCWD will likely encourage the developer to construct <br /> measures to improve the water quality of runoff from the site. Based oiour review,it appears dne to site cnnstraints <br /> that an above ground water quality system is unfeasible. An underground system could be built, but since it would <br /> be a private system,maintenance would be a problem. Therefore, we would recommend that for this site no water <br /> quality treatment methods be required as part of the reconstruction. <br /> In order to complete our review,the developer must submit the following: <br /> 1. Provide the location of the discharge from the catch basin at the end of the current drive-thru <br /> 2. Drainage Map-Existing Conditions <br /> 3. Drainage Map-Proposed Conditions <br /> 4. Drainage calculations if the existing and proposed differ <br /> 5.
