.04E3°4 <br /> Ilk <br /> Minnesota Department of Transportation <br /> Metropolitan Division <br /> ~r of TflNs. <br /> Waters Edge • <br /> 1500 West County Road 82 <br /> Roseville, MN 55113 <br /> August 12, 1997 <br /> Jim Ericson <br /> City of Mounds View <br /> 2410 Highway 10 <br /> Mounds View, MN 55112 <br /> Dear Jim Ericson: <br /> SUBJECT: Silverview Estates <br /> Preliminary Plat Review P97-082 <br /> Southeast Quadrant of Trunk Highway(TH) 10 and Silver Lake Road (CSAH 44) <br /> Mounds View, Ramsey County <br /> C.S. 6204 <br /> The Minnesota Department of Transportation(Mn/DOT) has reviewed the Silverview Estates <br /> preliminary plat in compliance with Minnesota Statute 505.03, subd. 2, Plats. We find the plat <br /> acceptable for further development with consideration of the following comments. • <br /> • We require permits for access to TH 10 and will allow a total of two accesses to the site. We <br /> will allow one access to the proposed convenience store and proposed 2-story office building <br /> and one access to the proposed 1-story office building. <br /> As stated in our letter of April 23, 1997, we constructed arterial highways such as TH 10 to <br /> serve regional mobility needs rather than to accommodate direct property access. <br /> Proliferation of accesses is inconsistent with the highway's purpose and reduces the <br /> highway's capacity and safety. Control and reduction of access is critical in reducing <br /> highway-c-ongestion, and are-important-factors in reducing-accidents-on-highways. <br /> We also require construction of right turn lanes on eastbound TH 10 for the two accesses <br /> allowed for permit approval. This development proposal necessitates these turn lanes and are <br /> the responsibilities of the project proposer, the city, or both. Enclosed is a diagram showing <br /> design specification for right turn lanes. In addition, any proposed access requiring <br /> installation of culverts must use 6:1 slopes. Placement of culverts must occur beyond the <br /> clear zone. <br /> The permit applicant must submit plan and cross-sectional drawings of the proposed access, <br /> showing the required turn lanes. Additional information and the appropriate forms may be <br /> obtained from Bill Warden of our Permits Section at 582-1443. <br /> • <br /> An equal opportunity employer <br />
