^Pao <br /> • <br /> figqj <br /> Partett <br /> '"94 COMPR -3ENSIVE PLAN UPDATE <br /> 1997-1998 WORK PLAN <br /> Introduction <br /> The City ofMounds View is undertaking an update of its Comprehensive Plan, in order to better <br /> address the long run health and vitality of the community, neighborhood and housing conditions, <br /> current development and redevelopment issues, the importance of the Highway 10 corridor, and <br /> to coordinate with regional planning efforts such as the Metropolitan Council's Regional <br /> Blueprint and the North Metro I-35W Corridor Coalition Project. <br /> The City of Mounds View is located 10 miles north ofMmneapolis and St. Paul directly west of <br /> Interstate 35W on Highway 10. Mounds View is in the northwest corner of Ramsey County <br /> is bordered by the communities ofNew Brighton, Arden Ants,Fridley, Blaine, Shoreview anand <br /> Spring Lake Park It is considered to be in the first ring of suburbs developed around the Twin <br /> Cities following World War II, with 47% of the City's single family houses stock being built prior <br /> to 1960 and 32% of the single family houses being built between 1950 and 1959. Mounds View • <br /> also has three manufactured housing parks,with a total of 585 <br /> housing units. The multiple 28% spaces, and 1,370 multiple family <br /> P fly units represent of its housing stock It is bisected by <br /> Highway 10 which provides a direct connection to 1-35W and Hwy 694. Highway 10 carries <br /> approximately 40,000 trips per day. <br /> Mounds View has a population of 12,800 people and has <br /> grown from a bedroom community to a <br /> bustling suburb with diverse residential neighborhoods and three quality business parks. Much of <br /> the City is in large, tree covered single family lots served by quiet, country-style streets. There is <br /> also a significant concentration of larger-sized rental apartment developments in the central <br /> section of Mounds View on either side ofEghway 10. There has been considerable interest <br /> during 1996-1997 in development and redevelopment opportunities along Highway 10, with three <br /> major projects underway. In 1996, the City purchased an existing building which is being <br /> renovated into a community center, and along with City Hall, they form the nucleus of what is <br /> hoped will become the Mounds View City Center, an <br /> activity <br /> area with entertainment, <br /> offices, retail shopping, multiple family housing, and civic and recreational uses. restaurants, <br /> Status of Comprehensive Plan and Other Planning Activities <br /> The most recent Mounds View Comprehensive Plan was completed in 1979 and adopted by City <br /> Council on July 26, 1982. Several efforts have been undertaken in the interveningthis years update <br /> plan, but have not been concluded. The plan is in major need of revision and updating to <br /> •better address current community issues, a changing development climate, and regional planning <br /> activities. A comprehensive housing stock analysis was completed in March 1995 and Mounds <br /> View's Housing Action Plan, prepared in accordance with the Livable Communities Act, was <br />
