Of the 145 trip ends generated by Walgreen's,we calculate that 29 will be pass by <br /> trips and the remaining 116 will be new trips. <br /> In reviewing the distribution and assignment of the newly genera'ed traffic, we noted a error on the <br /> bottom portion of Figure 3 of the report. At the T.H. 10 access of Walgreen's, the westbound right <br /> turn movement is shown as 144. This number should be 14. <br /> Level of Service <br /> With the change in the trip generation rate and the pass by percentage, the Walgreen's development <br /> is expected to increase the volume through the intersection of T.H. 10 and County Road I by five <br /> vehicles per cycle (on average) during the p.m. peak hour. This is slightly higher than the three <br /> vehicles per hour stated in the Benshoof report. <br /> The net result is that there is a slight increase in delay for some of the movements and the <br /> intersection as whole but it does not change the overall level of service (LOS). As stated in the <br /> Benshoof report, the intersection will operate at an overcapacity level (LOS F) and the additional <br /> traffic is not expected to have a significant impact on the operation of the intersection. <br /> To verify the implied assumption that development was not driving the overcapacity situation at the <br /> intersection,we reviewed the level of service at the intersection with 1997 background traffic only, <br /> 1998 background traffic only and 1999 background traffic using an annual growthrate of 2.5 percent. <br /> This analysis showed that the intersection would begin to operate at an overcapacity level in 1999 <br /> even without development due to the large northbound through movement on T.H. 10. A summary <br /> of this analysis is attached. <br /> We reviewed the potential of adding capacity (lanes) to the County Road I approaches of the <br /> intersection. Adding lanes at these approaches would not significantly improve the level of service <br /> at the intersection. As noted in the Benshoof report, the T.H. 118/610 connector should help to <br /> alleviate congestion at this intersection. We estimated that a 10 percent reduction in the T.H. 10 <br /> through traffic would bring the intersection out of an overcapacity situation. <br /> We also reviewetLthe storage capacity for the westbound County I approach. We estimate that <br /> 200 feet of storage for queued vehicles is needed. Since the Walgreen's access on County Road I <br /> is located approximately 200 feet east of the T.H. 10 intersection, there may be a few cycles in the <br /> p.m. peak hour where the queue backs up to but not through the Walgreen's access. <br /> Site Plan Review <br /> We have reviewed the site plan and noted a few items: <br /> • A place for trash collection is not shown and could not be evaluated. <br /> • The County Road I access to the site shows the two lanes for outbound traffic as one <br /> through and one share left-turn and through lane.
